When the Cyprus Government launched the Urban Planning Amnesty Scheme in September 2024, it was presented as a practical solution to help thousands of property owners legalise minor planning irregularities, obtain compliance certificates and eventually secure title deeds. The scheme attracted significant interest, with approximately 3,000 applications submitted by homeowners who paid the required fees and penalties in good faith.
However, nearly two years later, progress has slowed considerably. A large number of applications remain unprocessed due to staffing shortages and administrative bottlenecks within the District Local Government Organisations responsible for reviewing the files. As a result, many property owners continue to face delays in obtaining title deeds, transferring properties, refinancing assets or completing property transactions.
The situation has led to growing frustration among homeowners and developers, particularly in areas with high application volumes. While the Ministry of the Interior has acknowledged the problem and called for additional staffing and faster processing, applicants who complied with the scheme’s requirements are still waiting for decisions, creating uncertainty and undermining confidence in the effectiveness of the amnesty programme.
